if you are god of luck and recieve 15 pts for 7 days, i am happy to announce that the answear is NO. btw about chase event, yu can get various fragments like orochi, konan, mizukage ( when shes out), deidara, etc. the catch is you need to defeat them which can be troublesome for some.     or will it be like how you capture summon? is it limited? sorry for asking seems like you already played the chinese version hehehe :)
you should get someting like a mission for it and no it shouldnt cost anything.
