No, its not a bug.

Read the question carefully, it says what ninja you can get from that instance when clearing 'for the first time'.So, it is asking about the clearance reward you get for this particular instance. And, the clearance reward is guy.

To make these a little bit easier, you can remember that clearance reward for lvl 20 elite is team 7, lvl 30 elite instance is team 8 and lvl 40 instance is team 9.

Also try to remember which ninja's you get as clearance rewards. Most of the time it only gives you one suitable option, others we dont get as clearance reward from anywhere.

These question are a bit tricky and I used to make a lot of mistakes on them too.

this person is right while the wording of the Q in there is not that good it is not bad either if u cross compare the choices and the Q and the elite ints. u should get the ans on your own.

You understood the question wrong (and possibly, in rare cases, the question is worded wrong)
It's NOT about the ninja that you FARM from it.
But the ninja you get the FIRST time you clear it.
You can view this on the upper right corner, clearance reward.
Sakura blossom is in fact sasuke and maiden of uzumaki guy.

That said, those are the type of question I get wrong the most frequent, because I'm not going to bloody memorize all the elite instance clearance rewards, that's ridiculous. You can make an educated guess, thou, for example I'm fairly sure kakashi is NEVER such a clearance reward, so he can't be an answer, ever. By the same token, Karin is never an answer.
But they are truly horrible questions, why would we be expected to know these?
