Even if that WERE the case, it still wouldn't be worth it. That skill slot also has Bloodthirsty and (more importantly) Root, both of which can be corner stones of lightning builds and infinitely more valuable than Arena Prowess.

It would be useful if you use this passive skills in ranked match
