dont remember him being in lucky board ? and the price for him a huge as it may be seems fair for those who dont have any rng or luck and want to go the extra mile for guaranteed reward not to mention you will get minato and other goodies (not as much as i would like but whatev) odds are if your willing to put that much in for a kyyubi your probably exhausted from not getting him from the "unlucky stars" hes been in what ?3 ,4 of the lucky star events you most likely put the same about of ingots in that as he cost atm
