Yes it does.
I used sage naruto, jigokudo, GNW kankuro and main using 1st chase and rhino to test.
Turn 1, 85 chakra (nothing died, it was vs kakashi clone)
20 base
+20 sage naruto
+45 (3x15) natural draining.
=85
