This is what you said about your server. YOUR server's event end time is Aug 17. Other server's end times may be different, which is why they may have claimed them already.

I mean the guy on the first place of my server, since is a new server and we both started on the same time more or less the end time should be the same no?

So then, the real issue here is how did the other player above you claim his/her pack before the end time of the event and you cannot?
