• In my opinion the problem comes from another factor.
  
  If all players had all the ninjas available to chose from and form a team , you would always find a way to counter a certain team ( with or without higher ini ).
  Also most of people , don't change their positioning fight after fight , even after realising that they fight the same person over and over.
  If you also do a proper search and you get knowledge against which servers you fight , you can easily spy on each respective server and realise who you are against mostly and how to counter them..
  As for the ini factor , if it is so important , just invest in Ini and in 1-2 months you will catch up. Your problem in arena are not the heavy spenders, but rest of casual spenders or even f2p that got more lucky with drops from treasures and with refines/ puris .
  
  In my opinion arena doesn't need a change. Its right now a place were you can rly see true PvP skills and deep knowledge of the game mechanics.
