Upon reaching Six Paths once, You'll always receive the full reward of whichever rank you achieved in the next season and so on.
So yes, you'll receive the full rewards for Genin if you reached Six Paths in the previous season.

It's a ladder system. The higher players climb, the harder opponents become. It's a standardization with most games that houses "Ranking". Instead of Arena resetting every season for players who never reached Six Paths, it's actually forgiving considering you maintain your rank.
