You can reach six path THIS season, receive six path reward, and become a special J.
Next season if you do NOTHING, you will get special J reward and stay special J
If you do play some next season and get to say kage, you will get kage reward and stay kage.

However, every rank also have some arena rank pts as part of the reward, so you can't stay in super kage, for example, forever without doing ANYTHING. Granted, you CAN purposely lose a few fights to get to the "bottom" of super kage every season, that will let you get super kage reward every season (after reaching six path ONCE) for minimal effort. I might do that, because while it's 10% less reward or so, the amount of effort saved is HUGE.

Thou since six path is reset to special J, unless you losses a lot of fight afterward, you will never see genin rank.
Edit: also, even genin gains arena rank pt as part of their reward, so to keep getting genin, you have to keep losing...

The problem is no Xserver means infinite waiting time on ranked while Xserver means pitting against stronger(higher init and better ninja collection) people, either way it is difficult for newer server players to climb to six path.

Now, I won't go as far as impossible, because initiative gain is one thing that suffers quite a bit of diminishing return, which means while such newer player will always be at a disadvantage agaisnt ptw, by month 3 or 4, they will be able to catch up to a lot of the ftp of older servers, and frankly ftp is the majority. It does depend somewhat on resource allocation, activity etc how much you gain initiative, but a ftp that plays 4 month optimally (always do sage, exchange for refine in exchange shop instead of wasting on useless ninjas, always do refine in event in the right way etc) can easily have as much init as the majority of most ftps. So if you do everything right, that's when the trip to six path will be relatively easy.
