Well, I don't recall seeing anyone pulling Konan gets flashed across the screen. Granted that could be due to there being many rares in there so it's really RNG(which is why sage was so nice, cause you are guaranteed to get all in 180) and the fact few people pull seal....
But given what people have said, it seems that she's not really pulled when rare should, so why do you think she's only a rare and not a super rare? Is there a way to distinct the two other than pull results?
i saw someone pull her very long time ago from 60 so -

Don't bother wasting your seal scrolls trying to get her.. Just collect your coupons and wait for the next time she's available through events such as the current star wheel. This way at least it's guaranteed you get her and not just a random gamble. You'd be better off using your scrolls trying to get a more recent rare, and keep her as a side project. -

I'd say save up Coupons until an event comes, but if you're still in the early numbers, just build up fragments from events like the star wheel. You might get lucky and pull her from the lucky wheel or something if she's on another, I've gotten her on the wheel once on another server I play on. On my main server, I just collected frags from free events and bought her in sage treasure, but was pretty expensive, being at 800 coupons.
But, as many others have already said, she'll be coming to the shops soon, so I'd also suggest just waiting. You c*so grab fragments from survival breakthrough every now and then. Good luck, hopefully you'll manage to get her soon. Don't use your scrolls on seal, the chances are slim, and there's not much to get from there, I'd suggest either saving your seal scrolls for Jinchuriki treasure, or using them on a current treasure.
