I'm sitting on S16 with only 3 active groups, but the one is a farce that got a abandoned because most of the members joined with another group. War is nothing but free packs now, which isn't even fair because ten packs are NOT enough. As leader of one of the groups, our pack rotation is people getting 1 pack every 4 weeks. FOUR WEEKS.

    Point is, what should happen is small servers get merged with other servers. What's happening is larger servers are getting merged with other large servers, because there are more active people.
Errr... your server also don't need to merge?
Your group sounds like it have 40 active players, and it sounds like there is at least one other active group (and one deadish), which means there are like 80 active player in your server, that's wayyyy more than some of the others.

Now I'm not saying the server they merged are less active than yours, I'm sure I don't know, but there are OTHER servers that are in far worse shape.

You know there is one way to make merger less problematic and still have the ptws get their merger when they want it.
When merger is done on "request", they are always merged upward to servers that didn't request it.
Merge upward is defined as: the requesting server have a lower average BP, lower top ftp BP and lower top player(ptw) BP than the server they are merged into.
What I really worry about is toxic super ptw (note NOT all super ptw are toxic, but you know some are) kill their server, request merge and get it, proceed to kill their new server and repeat. But dumping them in a stronger server with stronger ptw(who hopefully aren't toxic) will hopefully curb their toxicity, and that's why I suggest "requested" merge should go upwards.

If no one request merger, then they can go find low activity servers to merge "normally"
