That's 'cause they prioritized the more active servers first. Doesn't really make sense now does it? I'm sitting on S16 with only 3 active groups, but the one is a farce that got a abandoned because most of the members joined with another group. War is nothing but free packs now, which isn't even fair because ten packs are NOT enough. As leader of one of the groups, our pack rotation is people getting 1 pack every 4 weeks. FOUR WEEKS.

Point is, what should happen is small servers get merged with other servers. What's happening is larger servers are getting merged with other large servers, because there are more active people.
