I dunno why it isn't auto.... who won't do GNW anyway?

I wonder thou, if there is only one group registered, would the entire thing go *?
if so, then maybe, just maybe, if a server only have 2 group and one of them always win, then the other group might decide not to register just to spite them (or force them into some sort of arrangement like 1 in 3 war they'd throw the match or something), other than this possibility, who won't register?
