Yup, just as the title say.

Today, when I was recharging via topping-up, I received the message: "Network Delay, please re-pay".

What does this mean? How can resolve the issue?

Well, no. The top-up card was brand new.
Edit: Nevermind, mate. I just rechecked with the retailer, and apparently there was a problem with the top-up card they sold me. Sorry for the trouble.
