I'd replace Sasuke with Kabuto and I think that's the best you can do for now till you get more ninjas/upgrade.

Yes but, that doesn't mean he'll be more effective. It's actually proven that 3-star Sasuke is not more effective than Curse Seal Sasuke for a lightning main. This was discussed in separate threads feel free to search before making new threads :).
