Haku: Most people prefer Mei. Plus his defense/resistance are abysmal.

Itachi: Not very versatile. He 's usually the team's chakra battery.

Shino: He interrupts people but that's it. His clones' thinness are on par with Kakashi's.

Jiraiya: His non-prompt mystery hurts him a lot. Still see him in rank though.

Ino/Shikamaru/Choji: There are better options, like their GNW counterparts.
