It's not about what counts about the character but the combo and attack, for and Example Naruto should probably be considered weak since he doesn't do combos with other characters but HE CAN CAUSE A MAJOR COMBO with just Team 7 and Main. So its not the characters its the attack and combo. :D

No, in fact Haku is weaker than Itachi. Haku can be burned and dies before attack or she can be poisened and her combos with Zabuza *s as for Itachi can stop a character with Ninjutsu just like Shikimaru and Ino. All he needs is just he needs right combo people
