some chase missions also give them.
they are literally everywhere.

that said, never buy them unless you plan to ptw, not even with coupons, it's not worth it.
Also, don't be in a hurry to pull, most of those ninjas in the sealed treasure you get to farm out eventually w/o scroll, save them for kage, or at least sage treasure. (lv 60/70)
