I did this today and had trouble with it too, all I did was spam the water attack on the dog first and hoped for a crit, killed dog then the chameleon also make sure you take Light/Wind/Nin/Tai damage so you can kill the puppets after, or some poison damage.

Ending up killing chameleon by a hair, casted the other melee mystery straight after my water move and it went first in the round killing the chamelon.
