It's his Mystery, Earth Grudge - Final Shot - Causes Fire, Wind and Lightning attribute damage to 3 units from the opponents lineup, also will cause Repulse to a selected unit and remove it's shield and all temporary buffs.

You can get him from Ranking store for 1000 Coins (5 Frags), 16000 in Total for him, or a lucky pull from Seal Treasure.
