It is unfair if you are in a low group and it is fair when you are in top group and you get support of top 10 players on server.
Plunder is a high risk high reward feature, nobody gets 150 coupons daily, only 50-100 and high chances of 0 sometimes.
It's actually very easy to get 150 daily, just as easy as it is to get 0.
As someone around 8k+ lower than the top 5 players (rank 9 and 13 currently) I have to be cautious and try to plunder early to not find the high power from the other main group, but I do get 150 daily quite often for both of my accounts, which are only about 1k difference in power. - It is meant for most server not for one server, cautiously and patiently can give 150 coupons daily but you to have wait hours and swift to enough click in 1 second when opportunity opens up. (Problem is support of top tier ranked players to lower bp players of their group; so it is high chance of getting failed plunder)
I can't say for most servers since I only have mine. But I do know that in my server, it is very easy to get 150, but equally easy to get 0. Especially when the smaller groups are both being competed for by the two large groups and then you have the high power people from both groups that could support the weaker ones.
Do you plunder? Or strictly convoy? -

From your first post, it seemed like you never plundered. That was my assumption - bad, I know. D: - since you said no one ever gets 150 coupons. I'm the same as you though, I do both while mostly plundering. -
