Yes, they will reset everyday, but the packs will change. There will be different things everyday.
And it reset at the time shown there (there time is as per your local time, i.e the time at your computer). -

Don't think there is any way to know for sure. As mods said, even they don't have advanced info about it, so cant tell beforehand.
But, it never hurts to be ready. If you are going to recharge for any event in any week, its probably better to wait till the last 2 days of the event to be sure. -

- Fishing is bad only if you dont play it smart. If you didnt do any pulls when there was the rebate but instead u saved them for when fishing came you coulda gotten alot of nets from it and gotten alot of points. Thats what i did for 60 pulls and now i got myself easy 250k coins. Worth it if you ask me.
hmm, have to admit, the deal looks sweet. 250k coins > some seal scrolls :lol -

I received a lot of questions regarding this problem and I can confirm, that we didn't change the drop rate at all. It is the same drop rate as we had last time.

I'd disagree about the drop rate being unchanged. For sure there have been some changes on the drop rate (probably after the 2.0 update).
Prime example about this I can think of is Sage treasure key and and dice. Earlier whenever they came around, 5 sage treasure key I'd find within the first 5 sweep of the day , 2 dice from the first 2 sweep of the day. This happened every single day for when the events remained, every single time (I remember it strongly as I always wondered why 2 or 5 keys had certain drops while 10 free treasure key from treasure event was so hard to get, later wanted mission solved that problem).
so don't think rng was involved here.
But on last sage treasure key event and this dice event (these are the first of such events after 2.0 update), things changed and now they drop randomly.
Maybe some unintentional changes were made during the 2.0 update that were overlooked?
Just stating this as a feedback. Personally, don't think Its hard to find these keys or dices from sweeps, as the amount is very low.
If I may suggest something as a solution:- Whenever there is a key type of event (sage treasure, dice, limited points) in any week where the number of drops are fixed( 2 dice/5 treasure key/20 limited point), if they can be added in wanted missions as well (just like treasure keys), that would be a lot helpful. :)

You can disagree as much as you like. It won't change the fact we didn't make any changes to the drop rate of dices. I'm sorry but that's just how it is.
I used 250 points of stamina today, and I got both of my free dices.
Well, Its cool to get 2 free dices from 250 stamina or 500 stamina.
I just mentioned that earlier it used to be just 20 stamina for 2 free dices, and that's how it did change.(now it doesn't give those 2 with just 20 stamina).
Also mentioned that it might be one of those unintended changes during 2.0 update, that's all. -
