On your first suggestion, I agree with and it's something I'll bring up to the team personally to help lower level players. Considering Arena is a level cap PVP area, no reason to not have those set talents when playing.

On your second suggestion, I'm half and half about. I do understand your point of view and I can even get behind. However changing a main character's benefits includes using a different set of characters in different settings (arena included) Arena practically disables the con of changing a specific character and having to work around it for the day.
