Interesting its happening to server 124 also it hasn't worked since the last 3 matsuris I was trying to find out what everyone having the issue has in common and its usually a whole server not just a single person that get request timeouts and from what I seen its a server that was merged with 2 other servers and the matsuri works fine for them but not one of the merged servers. As for compensation I don't expect we will get it since while it is happening to a number of servers I don't know if its happening to enough people or getting reported enough to warrant compensation. It would be nice though id just be happy if it gets fixed before my next matsuri though tbh, missed out on so many seal scrolls ect I just wanna start getting them again.
