Sorry about this noob question.

I already have 70 frgaments of Tobi and by the next day i can have 80 of him...

So my question would be... Lets say i buy Tobi from the shop and wait till total of 100 fragments before i will recuit him. Will that Tobi be a 4 star?

No, you will just have 20/100 when you recruit him.

No, each star requires a different amount of fragments needed.
1 = 5 frags, upgrade with 25
2 = 30 frags, upgrade with 50
3 = 80 frags, upgrade with 100
4 = 180 frags, upgrade with 200
5 = 380 frags
If you pull him from the seal, then yes he'll be 4 star then but if not then no.
