Who attacks 1st in Ninjutsu

Aight didn't really read it that much and understood it so I'm gonna ask my Problem, so Here's my positions:
HInata is on move 1, Main(scarlet) is on move 2, Sasuke is on Move 3, and Kabuto is on move 4,

Hinata has the highest Initiative and since she's on move 1 she attacks 1st with her Taijutsu followed by my Main also attacking with his taijutsu.. Now here;s my problem: I want HInata to activate her Mystery 1st but it seems that Sasuke is beating her to that.. (Note/: Sasuke is 3 Star)

I thought that having the highest Initiative will activate it's Mystery 1st but it seems I'm missing something.. WELP ME :(
