Just off the top of my head, Ninjas that I use that have moves faster than pretty much everyone else.
Neji
Gai
Kimimaro
Kakashi
Shikamaru and Kabuto and even Midnight Blade bow down to these guys. These guys are just insanely fast.
Also, if you know your enemy is faster than you, don't start casting jutsu at the beginning of your turn. You're not going to get your jutsu off first anyway so you might as well wait to see what he does before wasting your opportunity. A lot of dumb people get easily interrupted by my control moves.
Yet let's say you're fighting Midnight Blade as a Water main (I've had this happen against me) and he disables your combos or triggers a Shikamaru stun combo. Don't do anything. Just wait for your healer to remove the debuffs THEN do something at the end of your turn. You act last in this case. Always know whether you're the Aggro player or the Control player. You can STILL pull off your combos if you don't trigger them immediately while you're still under the bad effects.
Some people are just bad at tactics games though. The smart ones destroy their opponents. I spend every arena match memorizing the cooldown, chakra cost, and availability of my opponent's skills and keeping tracking of what he can do each turn along with predicting what he will do so I can prepare a counterspell.
Likewise, if your enemy has interrupts or controls available DO NOT queue up casts. Instead, wait till just after someone has completed an action then use the jutsu. The jutsu will fire off INSTANTLY and give no warning for the interrupt player. Proper timing is critical to this game and so many idiots calling for nerfs are incapable of doing it.
Same level refine with a neji player and same position, neji bows down to hinata's speed. Well that's a twist
