So...I want the Ninja War Kankuro which is a 2 star.
The acquisition from the Ninja UI says that it's available in the Seal Teasure.

But doesn't the Seal Treasure give you 3 stars?
So does the NW Kankuro come out from the Bond scroll then?

Or does it drop form the Seal Scroll as in the acquisition.

Seal scroll has a chance to drop either a 1-star,2-star or a 3-star character.
If you buy the 10x opening , you are guaranteed to get a 3-star character. If you buy them one by one, you are not guaranteed to get 3-stars and you might only be getting 1 or 2-stars ninjas. or none at all, depending on your luck.

yesterday from gold treasure i drew deidara the game crashed and i returned to not having him or the scrolls i payed for to earn him i reported this on forum 5 times no answer i gave it time and am angry i dont want the scroll back i want deidara himself iv been trying to get him since i began iv reported this so many times and no response on the cosutmer support page on facebook
