I'm not a mod, but I think I could throw in some help.
Minato can be acquired in events as far as I've seen. I believe I've seen him in one of the wheels and another event which I can't remember the name of. (It's like a conveyor belt or something)
Also, while it may be a little unbalanced, its not impossible. I think I know someone on another server who got him and he's a free to play. Just a little advice :)

Correct me if I'm wrong, but it's true that Minato was available only once for our version of Naruto Online, and the event he was in was a recharge wheel, so he is behind a paywall for now. Unless I forgot about an event that you could get him in, of course, if that's the case, then I apologize.
