The blue circle in scout deadwood forest is a huge difficulty up in terms of power. It has 8 enemies with a total power of 51.4k pow. Each opponent on average has about 50% more pow than your ninjas.. which leads to the insane difficulty. Full combos that would outright kill anything your level in pvp would not even kill a single opponent in that fight. I feel you'd have to wait until you are much higher pow before you can do it.

Blue circle in shikamaru's Battle is 4 opponents, 37k pow. Again, it's simply impossible to actually win this until much higher pow. While you can kill the 2 meelee force ninjas and minato; you just cannot possibly deal enough damage to hidan before the 10 rounds are up at only 20k pow, as he is status immune.

An evil secret blue circle is much much easier; you are actually facing normal powered opponents. You can pretty much just ignore naruto/sasuke; they have very week attacks, with mystery that doesn't combo into anything. Just kill the two meelee force opponents first and the rest will be a piece of cake.

Birth of a new jitsu blue circle: 6 opponents, 58k pow. Just come back when you are 30k+.. really. The pow difference is just way too big for the time being.

Most blue circles before this point has stronger opponents, but of reasonable power. The 3 "impossible" circles in the lvl 60s missions contain opponents of 2 - 3x of the pow found in "normal" blue circles; leading to the *ly difficult battles.
