I have seen the admin replying that it works as intended, but I don't think so. Only the old instances you unlocked b4 the patch 2.0 that have difficulty increased. Here is the new one I unlocked after patching. Blue circle enemies in plot instance 80 seem to be at level 81.

I have to fight level 90 6 paths of Pain, so impossible.
