1st time i play gai, i don't give a think why his chase skill diff with another ninja with same jutsu (lotus)... after many2 month i think that's because his chase skill (primary lotus) is too strong (it's double chase! knockdown too hard so became lowfloat (highfloat-knockdown & knockdown-lowfloat)... so please improve that mighty chase skill (it's so makes sense). double the damage (2 in 1 chase jutsu) or 100% critical (technicaly +40% damage total).

btw tobi's nerf is makes sense enough... his mystery looks week (the opponent didn't suffer knockdown), they will underestimate tobi. but after the opponent suffers his chase skill, they will get shocked (4 to 5 times damage!)... but maybe increasing his evasion by 5% is fair enough, because he can't run and revive anymore.

no need to remove because his chase skill (primary lotus) is unique. if u realize, highfloat (very hard) not stop at knockdown, it's also bounce to lowfloat (common lotus is stop just knockdown). it's not same with with ordinary lotus. gai's growth already low, his taijutsu growth lower than lee so not big deal if just add cause: (ignition) and critical hit to his chase skill.
