I have already passed the exp cap and have 120%, it is a bug or oasis way to deal with ppl who has reached cap long ago so they dont need to stack tails rewards in email and can keep doing bounties and other staff .

I believe this was intentional, as it ...hmmmm it has been done before on things that shall not be named. It is a way to allow progress to continue without raising the level cap.
