Don't worry on spending ingots for 2 star iruka. He's just fine at 2 star and the 5% bonus to stats isn't worth more power/ninjas.
Pull on Kage treasure when you can (can't recall the level requirement off the top of my head) save up until then. Don't waste on sage treasure since Ao is common in Kage and KT orochimaru is nerfed in 2.0. Get sage naruto in an event if you have to.
Kage treasure has some good ninjas for a lightning main. Switch to that. Run Iruka, 3 star sasuke, the lightning main and someone like kimimaro, kakashi or hinata. That team should get you to 55 - maybe 60 easily.

Sage Treasure is at 60.
As far as which class you should switch to then you should check out their skills to see what the changes are like and just pick which one feels like it'll suit your play style the best. For the ingots I would just save them or do the "Try Your Luck" wheel daily since at the very least you'll convert the 10 ingots into 20 coupons.
I personally would save the seal scrolls for Kage Treasure. Also, next week's events in the Monthly wants you to do two "Draw Ten" in the Summon Treasure so try and save 20 Summon Scrolls for that if you can.
And he shouldn't waste scrolls on sage just for naruto. Better to save and use ingots to get him during an event. -
