If the team leader is wanted/red then other teams can attack you. However if team leader is normal/white but other members are wanted/red then they are safe.

No they should fix it by removing limit completely but also remove the SS limit on convoys. That way if you do plunder it's 0-150 and convoy for 60-120, convoys will have higher average so most people will go for them anyway, apart from the strongest people who know they can win all 3 plunders.
