You are literally wrong. Sailor Sakura is slightly better with her mystery heal and can act as a tank/damage dealer.
Hokage Tsunade is superior in every way. Jigokudo gives massive heals while removing all debuffs.

She's the best free healer. Best healer in game? Not by a long shot.

At any rate, she'll probably be a sign-in reward next month.
