It's weird, like... he's one of the weaker ninjas at the moment (Not including characters who are there for transforming...Ex. Obito, Enma, etc) who's limited to female ninjas and they decide to give him instead of the other possible free ninjas that have more uses. They didn't have to give a good ninja, but they gave a really bad one. They had choices from the slightly outdated Akatsuki's, Team Taka, Zabuza(normal+7Sword)+Haku, Beheading Kakashi and they gave Jiraiya. I believe Tsunade wouldn't have been well received either, because the current level 80 elite instance gives out more Tsunades frags, which people don't want.
It was a poor choice, and it lasts a month which is a long time which makes it understandable on why some players are kind of mad at the moment. Some servers started later as well, so they didn't have a chance to get some GNW ninjas for free. All we can hope for now is that future events make up for the sign-in bonus, because this bonus might not make some players want to play.
Probably too late but the elite instance for 80 isn't modded yet so don't do it until 2.0 comes out or you see better nin, from what I know you're supposed to get a Pain -

- I do not care about logging in every day or every 5 days for login bonus this month. Absolutely useless.
i think you're forgetting that you get more than just frags, for instance seal scroll, ton of coupons, coins. don't be to upset about the frags seriously. -

lol I actually prefer Jiriaya for a sign in reward over somebody like GNW Sai =)
Mostly because this will get me about half way to 5 stars :P on my Jiriaya that has +65% mood on nin. -
