I think *l-water team works well with Haku, but it'll be really vulnerable against an earth AOE.
Zabuza's usually used with him.

If I wanted to run him without Zabuza would he be efficient? I'm considering just putting him as a destroyer to deal heavy damage, so that someone like Kabuto could pick him off with Dead Souls.

Sure, it's not like they depend much on each other but I just like that i) Zabuza's bloodthirsty passive can sweep the leftovers after Haku's ice damage and ii) they chase each other's inflicted status.
So if you have other ninjas to fill in for that spot you should be fine.
Just be careful with Haku's compassion passive and make sure someone chases after his attack. An enemy with even 1 HP left can be unpredictable and it gets annoying.
