Yes, it is intentional. If you simply can't be bothered to reorganize your chakra every time you swap a position then yes, they will suffer.
OR you do what I do and get every person to have 1 wind, water,fire,earth, lightning, and wood chakra. That way it doesn't matter where you place them, everyone has the same chakra. -

- No need to be rude. It just becomes a hassle when you have to focus different aspects on some ninjas and when the runes are different levels. Not to mention using different teams for certain events. It becomes very time consuming when trying ninja exams for example. "oh this line up didnt work, ill try placing this ninja here and that one there, *clicks start* Oh crap, forgot to reorganize my chakra, ok better exit and take 10 minutes ta do that. Oh that set up didnt work, ill try this one. Oh * gotta reorganize again" and so on and so forth. I apologize if MY inconvenience bothered you so much, just becomes annoying when i spend 40 minutes reorganizing chakra for 10 minutes of fighting.
If you need to spend 40 minutes for reorganizing chakra then something is wrong. There isn't really that many chakra and if you follow a pattern for multi-function chakra like I said ealier you won't EVER need to reorganize. I wasn't rude, I was being honest. -

lol at above comment. Of course the admins 'intentionally' made the chakras scramble each time after character change so we can decide whether we can be bothered to reorganize our chakras. Tell me, if it was 'intentional', what is the purpose for it? To test our diligence? Our patience?
Don't be so quick to speak on behalf of the admin team of their 'intention' when the problem could well be one the admin team would be glad to be made aware and could potentially fix down the road.

And for you, they don't scramble AND if you make carbon copies (Wood, Sand, Wind, Fire, Water, Earth, Lightning, Quick) Then you don't EVER need to worry about who goes where. If everyone gets the same Chakra then it works. They apply to whoever is placed in the first position and so forth. So No, there is no "problem" And glad we got out of the way that things are intentional.
To the Mods: Perhaps something that makes it so the best chakra is always used in the first person in the turn order and so forth. -
