Not possibly, they do get added. In China every SA drops low/med/high cloth and thread. Just a question of when. If i remember right German version added medium thread after Raikage and Itachi SAs so we will probably get it after those 2 are added to the pool. And this was few months ago, they might have Adv added there by now, not really keeping up with them anymore.
