somethings i noticed with cee is that in the group trail his standard will blind lightning ninjas but when i used him this never happens as well as most of the time i used his mystery it would not work on fire mains or tobis if the fire main was behind the tobi yet the both would be hit and the fire mains shield ether not used or used in a combo before hand and that i only seen this once but his blind mystery worked on sasuke and hinata who were both light ninja (not sure how i did that as i tried about six times to get it on video after and failed all attempts ) -

You have to respect that Fire Main also has Genjutsu Mirror, which would reflect the targeted blindness and the (probability) that Tobi dodges.
ya but Linhvn stated that it was a earth main so no mirror and tobi already dogged the lighting mains mystery so tobi could not dodge again but did not lose the shield for him -

- Cee's mystery is debuff. The enemy has stats that could affect whether or not your debuff lands or not on their ninjas. If they're stronger than you, there is less of a chance for your blind/buff removal to land on the enemy. More than likely not a bug, but their stats stacked against you.
i think you should re read what was stated. use Cee and sasuke mystery,earth main+kimimaro+mabui got blinkness but kimimaro and mabui still have shield. as we can see it was stated that the part that has a chance ba se on stats did hit the part that is 100% to happen if blind did not and this was stated in all but 1 post were the player was a fire main behind tobi but that was fixed -

but in the examples you give the imprison was 100% and i know this as me aswell as alot of lvl 83+ people in my group had a few new lvl 20 members use it on us and it worked 100% and if we take from what the mod says (His mystery is working as intended. With such passives like Genjutsu Mirror/Root of Warrior, they're immune to the first status effect/Complete Immunity considering his mystery counts as a debuff prior to the action.) then we know the only part that is a buff/debuff is the blind not the buff remover.
also if you trying to say we can not go based on his standard attack the mod also stated that it was a translation error and was meant to be a chance. also most if not all people at the same lvl or 3-5 lvls higher wont have the amount needed to stop the debuffs unless you put onigiri money in power on the game -
