For f2p earth is probably the better out of those 3.

Tsunade Tobi Main Sage Jiraya also fits instead of Tobi, whichever you like more.
*x *x Hinata Can move Hinata back 1 so Tobi is move 2 not 3 if you want.

Earth mains are kinda weak to fire mains without Gakido, but this build should be good vs water/wind/lightnings so over all it's good.

This setup is probably your best bet right now. Save up seal scrolls and draw only from Kage treasure when you get to 70.
