So the consensus is that attack order depends on two things, move number and initiative, which can be raised by refining, upgrading battle rank etc. Most people agree that move number takes priority over initiative gained, so that a ninja who is in move number 1 will always cast before a ninja from the opponent team who is move number 2, even if that second ninja has a higher initiative. But how can it then happen, for example, that my Shurado, who is move number 4, interrupts a ninja from the opponent team who casted his mystery several seconds before and is move number 2 or 3, for example, GNW Kiba with his Tunneling Fang? Is it the case that at some point the difference in initiative overtakes move number or that his interruption has some special status? Or something else?

Both Shurado's and GNW Kiba's mysteries are prompt. Most mysteries are.

  • No initiative never takes over move order, and the second part of your question, there is slow and fast buffs, for example most npcs have permanent slow buff in plot missions and some have fast buff like Deidara and Chikushodo in Hidan SA, in pvp only ninja we have that can do this is Kurotsuchi.

    So if your example happened in normal pvp, it was most likely a result of lag, if it happend in pve they probably had slow buff.
I've noticed it happening in Survival and pve a lot, not really sure about pvp. I don't have Kurotsuchi, so I suppose it's slow buffs.
