Future TI will have the scroll as a drop.
There is currently no TI that drops the scroll.

Got Sarutobi this event and trying to cut back on spending until the next event, but for 699 ingots it's quite the bargain if we won't be seeing a red scroll ninja tool for quite some time.

They are both gold scrolls if you want one to last longer the odds are that the more expensive one will take longer to get or it will have slightly better base stats than the one from it but odds are we won't see new instance till at least lv 90 in 2.0. If I was spending for power I'd get refine instead

699 ingot one is red, 10/10 base stats higher than the gold one
It's also barely 20 advance runes which won't get me any power

These are not actually "red" tools. They are simply an upgraded version of gold tools.

Ah yes, I was mistaken. The tool color is bolded in gold.
Can you clarify on this, that they're not like the gold to red equipment upgrade? or gold to red awakening for ninjas? and similar to gold+1. Would we be seeing red ninja tools in future events/TI in the future?

So is the 699 one the best one available?

But the real question is whether its worth it compared to when they released gold blade and soon we had ti 81 which had a very similar blade. If we dont get ti 90 soon it will probably be worth more to you.

It 90 TI drop. But it coming after 3-5 month i think.

If the scroll on the right is what you mean then it would require the level of 80 so as to be able to gear it, In CN it first drops from the SSN Itachi and Sasuke instance ( based on your power), but in NA server, it may appear in the 90 TI.

Anyone know if these red colored "orange" tools are worth the investment? Or do real red tools eventually get introduced later on?

It's mostly there for people who are desperate to get more power also for there being something to spend for th spend event to get hiruzen otherwise no .

They're all technically "gold" tools but with red auras around it.

Yes there are red tools mate. Like the demon mask is a pure red tool, the pain tendo ring is only a half red tool.
