To get Tendo you need to do at least around 800 pulls on pain treasure only. You might get lucky and get him from just doing 400 but people usually just get Hashirama at 400 and Tendo at 800. Pulls from other treasures DO NOT COUNT. Only pulls from Pain treasure count towards that goal.
