Every nine tail team have some kind of basic formations.. Like a barrier ninja and those who does good dmg (preferably elemental)..

As others suggested before.. You should get Haku (His barrier and passive makes him too good), Suigetsu (Double standard which is elemental, mystery also is elemental)..
For the 4th ninja, I think if you have gnw tenten, she would be best..
Otherwise, you c*e Guy(Tai boost and good dmg), Kisame (Good dmg, elemtal mystery)..
Using iruka is kind of a waste here, since his passive only buff konoha ninja so Haku/suigetsu doesn't get any buff.. Iruka works best with fire mains.

Gnw tenten is great for nine tail lineup(even more so for water mains). She gives crit boost in first 2 rounds, have a 10-hit chase(elemental) which does certain crit hit, mystery is elemental, and she is a water ninja so get boost from Haku and maybe from AF's passive too. Water enhancement passive on your main only effect 3 water ninja in team. I think it's random about who gets buff, but if gnw tenten is buffed, that'd be great.
If you don't have gnw tenten, try to get her if possible. Last time she was in event, it cost about 700 coupons for 2 star gnw tenten(which is all you need).

PS.- Use tonton as summon for nine tail, does bonus dmg to Kyuubi. For me, at lvl 85, 36k power - tonton does about 30k dmg if it's a crit hit.
